Martin Hui SC and Ferrida Chan represented the Property Management Services Authority (PMSA) as Presenters in the disciplinary proceedings against Kong Shum Smart Management Services Limited arising from the major power outage incident at I-Feng Mansions, To Kwa Wan, in July 2025.

The Disciplinary Committee of the PMSA found Kong Shum to have committed professional misconduct or negligence under the Property Management Services Ordinance (Cap. 626) and imposed disciplinary sanction orders of a written reprimand and a fine of HK$250,000. This is the first disciplinary case of its kind since the full implementation of the property management licensing regime in 2023.
